Do Freelance Developer Need e-Invoicing in Malaysia?

✅ Likely exempt — but check the exception below for Freelance Developer: only if grows past RM 3M

You are exempt only if your annual turnover or revenue is below RM 3 million and you have no non-individual shareholder, holding company, or related company or joint venture with annual turnover or revenue of at least RM 3,000,000. Check both before you rely on this.

Malaysia's MyInvois e-Invoice mandate is rolling out in phases from 2024 to 2026. Whether it applies to your freelance developer business depends on your annual revenue. Here's the clear, jargon-free answer.

The plain-English rules for Freelance Developer

If your freelance developer business has annual turnover or revenue of RM 3 million or above, you are required to issue e-invoices compliant with LHDN's MyInvois system from 1 July 2026.

Below RM 3 million? You are exempt — this covers over 1.1 million Malaysian businesses, across every category of taxpayer: individuals, partnerships, companies and co-operatives. The threshold was raised from RM 1,000,000 by LHDN's e-Invoice General Guideline v4.8 (30 August 2026), announced by the Prime Minister on 30 August 2026 and effective 1 September 2026.

The exemption has one exception: it does not apply if you have a non-individual shareholder, a holding company, or a related company or joint venture with annual turnover or revenue of at least RM 3,000,000. If that describes your freelance developer business, you are mandated from 1 July 2026 whatever your own revenue. And once you are mandated, you stay mandated — there is no exemption after implementation, even if revenue later falls below the threshold. If you are exempt, LHDN still encourages voluntary participation, and starting early gives you a significant advantage.

Frequently asked questions

Does a Freelance Developer need to issue e-invoices in 2026?

It depends on your annual revenue. If your turnover or revenue is RM 3 million or above, Phase 4 of MyInvois applies from 1 July 2026. Below RM 3 million you are exempt under LHDN e-Invoice General Guideline v4.8 (30 August 2026), effective 1 September 2026 — unless you have a non-individual shareholder, a holding company, or a related company or joint venture with annual turnover or revenue of at least RM 3,000,000, in which case you are still mandated. If you are exempt, participation is voluntary and LHDN encourages it — but note that once you are mandated you stay mandated, even if revenue later falls below the threshold.

What is the penalty for not complying with MyInvois?

Failing to issue an e-invoice is an offence under section 120(1)(d) of the Income Tax Act 1967: a fine of not less than RM 200 and not more than RM 20,000, or imprisonment of up to six months, or both — for each non-compliance. LHDN does not impose those penalties during a phase’s interim relaxation period, and businesses below the RM 3 million exemption are not subject to compliance action at all.

Is InvoiceLah an approved MyInvois solution?

InvoiceLah submits directly to the LHDN MyInvois API. Your invoice data is formatted to meet all LHDN requirements, and submission happens automatically when you issue an invoice.

Do I need a digital signature for every invoice?

Yes — LHDN requires a cryptographic digital signature from an approved Certificate Authority on every submitted e-invoice. InvoiceLah will handle this automatically when direct submission launches.
